Filling entire label with color (Designer)

Using a trial of PowerForms

Any topic on this issue I find is 5 to 10 years old. Best solution I found was to create a rectangle layer, fill it, and remove the outline. My RTF layer is above the background layer, and the print preview looks correct. When printed, it's just color. I have to then set the RTF layer to the same background color. It prints, but the text color is barely visible (Grey background, white text). Without this background layer, background color and text color look correct.
