Print Preview is not the same as Print to PDF

Print Preview is not the same as Print to PDF

I am using Nicelabels 2017 and have designed my labels on Windows 10. I want to save them to a PDF to print them on normal paper and check size etc before I purchase labels. If I view the designer or print preview the label looks great. High definition in the images, borders look good etc. As soon as I print to PDF the label images look low definition and the border I have created looks clipped. I've changed various sizes but no luck with the clipping. Any ideas?

Label Dimensions: Width 35mm & Height 35mm
Margins: Left 10mm & Top 10mm
Radius: Vertical 17.5mm & Horizontal 17.5mm
Labels Across: Horizontal count 2 & Vertical count 4
Horizontal gap: 10mm & vertical gap 3mm

I think it might be the border of the Elipse that's cutting the top and bottom off?...
